  I have seen such Samsung Certified Re-Newed Smartphone on Samsung USA websites offering with new IMEI's, new batteries and 1 year Samsung Warranty.

  A few questions for OP:
  - what's "factory" refurbished? Are they send back to Samsung factory for the refurbishment or is it done elsewhere in this case?
  - any manufacturer warranty on it?
  - is it a new battery in the phone?

    You're quite right, Dick Smith does the same thing with their so-called factory refurnished, completely different to manufacturer certified. After three years, the budget phones start catching up to the three year old medium ones anyway so you're better to go and buy an Oppo or Samsung budget at least you'll know the battery will last three years and they will have updates.
